Coverage structure
Arizona's Industrial Commission (ICA) operates a State Plan covering only state and local government employees. Private-sector employers are governed by federal OSHA standards enforced through OSHA's Phoenix and Tucson area offices.
Heat illness — outdoor workers
Arizona's extreme summer temperatures make heat illness one of the most significant occupational hazards in the state. Federal OSHA enforces heat illness prevention through the General Duty Clause for Arizona's private-sector workers. The construction and agriculture industries face the highest risk.
OSHA 10 requirement
Arizona has no statewide law requiring OSHA 10 cards. Contractual requirements are common on government-funded and commercial construction projects.
Construction in Phoenix/Tucson metros
The Phoenix and Tucson metropolitan areas have significant construction activity. Federal OSHA construction standards apply in full. OSHA's Phoenix area office is active in construction inspection, with particular focus on fall protection and heat illness.
Agricultural workers
Arizona has a large agricultural workforce, including significant seasonal and migrant worker populations. Federal agricultural standards (29 CFR Part 1928) and EPA's Worker Protection Standard apply. Heat illness enforcement is particularly active in Arizona agriculture.
ICA workers' compensation
Arizona requires most employers to carry workers' compensation insurance through the ICA. The workers' compensation and OSHA systems operate separately.
